DVSA does not name the system, because the same defect wording covers the anti-lock, electronic braking and electronic parking brake lamps — so a code read is the only way to know what the car is actually complaining about.

What you might notice

  • A red or amber brake symbol that stays lit after the parking brake is released and the ignition self-check has finished
  • A lamp that never lights at all when the ignition is switched on — the thing the tester specifically looks for, and the one fault nobody notices from the driver's seat

What causes it

  • Brake fluid that has fallen below the level sensor in the reservoir, which is the simplest cause and always worth looking at first
  • A wheel speed sensor, its cable or a corroded connector, which takes out anti-lock and electronic brake force distribution together
  • An electronic parking brake actuator, its motor or its switch, particularly where the calliper motor has corroded
  • A pad wear sensor worn through, or one left unplugged after a pad change
  • Low battery voltage or a poor earth, which throws spurious faults across several modules at once
  • A control module or its wiring, which is much rarer and much more expensive

Advisory or failure?

Two defects share this heading and both are major. A brake system warning device that shows a system malfunction is a major defect and a failure, and a warning device that is not working is a major defect as well — if the lamp does not light during the ignition check, the tester has no way of confirming the system is healthy, so a dead lamp is treated exactly as a fault would be. That pair of defects appears twice in the manual, once for anti-lock braking and once for the electronic braking system, which is why the wording on the certificate frequently does not name the system at all. Alongside them, an electronic parking brake malfunction indicator lamp indicating a malfunction is a major defect in its own right. One lamp is deliberately treated more gently, and it is the one owners assume is the serious one: a brake fluid warning light illuminated or defective is only a minor defect, as is incorrect functioning of the fluid level warning device — though the fluid level itself is judged separately and can fail the car on its own. An illuminated brake pad wear indicator is not a reason for failure at all. Since many cars share one red lamp between the fluid level, the pad wear sensor and the parking brake, what the lamp means depends as much on the car as on its colour.

Can you fix it yourself?

Two checks are worth doing before you spend anything. Look at the brake fluid level: if it sits below the minimum mark the lamp may be telling you exactly what it says, and the level is a separate MOT item in its own right. Then check the battery and its terminals, because marginal voltage produces warning lamps across several systems at once, and cleaning a terminal occasionally clears the lot. Past that, this needs a scan tool that talks to the braking module — a cheap generic reader will usually show engine codes only — and with this many systems capable of lighting one lamp, guessing is expensive. Two specific warnings. Never simply top the fluid up and drive on: a sealed hydraulic system does not consume fluid, so the level has fallen for a reason. And anything involving an electronic parking brake needs the actuator retracted and reset with a diagnostic tool, because forcing the mechanism to get a calliper off will cost you the motor as well.

Budget £40 to £80 for diagnostic time first, because with this many systems behind one lamp it is the only sensible way to start. At the cheap end a bulb or a corroded earth is under an hour of labour, and where the lamp is reporting fluid loss, a hose or pipe repaired, refilled and bled lands at £90 to £180. A wheel speed sensor is £20 to £60 for the part and £90 to £180 fitted, more where the old one has to be drilled out of the hub. A fluid level sensor or a pad wear sensor is £15 to £50 and usually quick work. The expensive common case is an electronic parking brake actuator motor at £150 to £350 for the part, with diagnostic time either side, so £300 to £550 fitted. A control module goes past the top of the band and generally has to be coded to the car, so ask whether a specialist rebuild of the existing unit is possible before agreeing to a new one.

What happens if you ignore it

The trap is that the car brakes normally, so nothing tells you what has been switched off. Depending on which system is reporting, you may be driving without anti-lock, without electronic brake force distribution — the function that stops the rear axle locking first under heavy braking — without stability control, or with a parking brake that is no longer applying at one wheel. None of that announces itself until the moment you need it. Where the cause is falling fluid the picture is worse, because a leak that has reached the level sensor is a leak that will eventually reach the pedal. And an unlit lamp is its own problem: it removes every warning the car would otherwise have given you, which is exactly why the test treats a dead lamp the same as a live fault.

A high rate here is a property of the fleet as much as the car: these models skew old, and almost everything fails more with age. It is a reason to check the item on a used example, not proof the model is badly built. Models with fewer than 2,000 tests are left out because a rate drawn from a few hundred cars moves too much to rank.
