Quick answer
The relay that supplies power to the anti-lock system's hydraulic valves is not working. Without it none of the valves can be operated, so the whole anti-lock and stability system shuts down at once.
How the car works this out
Inside the hydraulic modulator is a bank of solenoid valves, one pair per wheel circuit, that open and close to modulate brake pressure. They are fed through a dedicated relay so the module can isolate them completely if anything goes wrong, which is a deliberate safety design. The module energises that relay and checks that the expected voltage appears on the valve supply rail. C0121 is set when it does not, or when it appears when it should not. On most modern cars this relay is not a plug-in component in the fuse box: it is built into the ABS module itself, which is the single most important thing to know about this code.

What to do about it
