How long do brake pads and shoes last?

Brake pads and shoes are replaced on a cycle rather than lasting the life of the car: they fail the MOT at 1.4 per 100 tests on three-to-five-year-old cars and 2.5 at 12 to 14 years, almost the same rate. Mileage since the last set matters, the age of the car barely does. Friction material wears with use; the MOT limit is 1.5 mm and a pad that thin is close to metal on metal.
